Recent Update: The government paused the lateral entry scheme due to opposition over the lack of quotas.

Overview:

  • Introduced in 2018; 63 appointments made since 2019.
  • Allows recruitment of experts from private sector, PSUs, and state governments.
  • Aims to enhance governance by bringing in external expertise.
  • Contracts typically last 3–5 years, with possible extensions.

Arguments in Favor:

  • Addresses Shortages: Fills gaps in central administration.
  • Brings Expertise: Enhances policy implementation and governance.
  • Boosts Efficiency: Private sector professionals introduce better management.
  • Encourages Participation: Strengthens private and NGO involvement.

Arguments Against:

  • Legal Issues: Bypasses Article 309 recruitment provisions.
  • Lack of Transparency: Unclear selection process.
  • No Reservations: Excludes SC/ST/OBC quotas.
  • Short Tenure: Limited time for meaningful impact.
  • Potential Conflicts: Risk of private-sector influence in policymaking.

Way Forward:

  • Establish a Public Administration University for training.
  • Allow deputation of IAS/IPS officers to the private sector.
  • Implement structured monitoring and training programs like Mission Karmayogi.
